Welcome to the Aid Management Platform (PGFE) of Côte d’Ivoire
The Ivorian Government is committed to improving its management framework and monitoring of public development aid. To this end, it has established by Decree No. 006 / PM / CAB of 8 January 2013, the Mobilization Committee of External Resources (COMOREX), which is responsible for monitoring the mobilization and absorption of external resources.
To carry out its work, the COMOREX through its Permanent Secretariat, developed via Microsoft Excel a database of external financing that benefits Côte d'Ivoire. These collected data allowed for the production of monthly reports on programs and projects which benefit from external support.
However, some difficulties arose due to the relatively long time period needed for the collection and processing of data, which reduced the available amount of time needed for analysis, potentially impacting the quality of reporting on official development assistance.
Thus, the Government has decided to establish a computerized system of external resource management called the Aid Management Platform (PGFE Côte d’Ivoire). This commitment has resulted in the signing of an agreement on January 7, 2014 with its technical partner, Development Gateway, for the implementation of the Platform over the course of one year.
This platform allows for:
- Having comprehensive and reliable information on foreign aid and its benefits;
- More effective overall management of foreign aid by providing policymakers with visualisation tools (such as maps, reports, and dashboards);
- Assistance in decision-making;
- Improvements in coordination and dialogue between government institutions and development partners as well as within each of these entities;
- Centralisation of all documentation (agreements, checklists, activity reports, etc.) related to foreign aid programs and projects;
- Facilitatation of information sharing regarding foreign assistance;
- A focus on results-based management.
Aid information is updated by the ministries and development partners through the PGFE Côte d’Ivoire. Furthermore, reports regarding official development assistance are now produced via this tool.
The use of this tool involves all necessary stakeholders such as ministries, national institutions which are aid beneficiaries, development partners, and civil society. This allows the PGFE Côte d’Ivoire to be the "one stop shop" of information on aid flows which benefit Côte d’Ivoire.
